Abstract

The purpose of this training manual developed by International Labor Organization (ILO) for as part of their MATCOM program is to equip, assist, and guide possible instructors that would educate cooperative leaders or managers involved in the agricultural sector. The MATCOM program, in general, aims to equip farming cooperatives with the technical skills need to run their organizations effectively and professionally. It involves a number of courses on coop committees and responsibilities targeted to different departments in order to improve their appreciation and knowledge on their respective obligations and internal processes.


This trainer’s manual on staff management is particularly developed for the use of instructors who plan to conduct activities and programs for human resource managers and assistant managers. It includes a total of 13 sessions, each pertaining to different HR concerns from the organizational structure up to pressing matters that relate to employment. The pool of topics presented in this material include the organizational structure of cooperative enterprise, conceptualizing group and individual objectives for the cooperative, job analysis and evaluation, recruitment, salary computation, performance appraisal, employee motivation, workplace communication, and dealing with trade unions - even choosing the appropriate training programs for employees. Trainers are also provided with suggested exercises, course objectives, and session materials to recreate or re-fashion depending on their evaluation of the participants’ needs.
