DISASTER RISK REDUCTION & MANAGEMENT The 2018 Global Climate Risk Index Report, that covers 182 countries worldwide, ranked the Philippines as the 5th most affected country covering the 20-year period from 1997-2016.* Co-ops have a social mission to perform as well as financial responsibility, being stewards of their members’ deposits. Thus, the NATCCO Network advocates for co-ops to be disaster-ready and also create business continuity programs. But before we do that, we start with ourselves. In 2018 The NATCCO Environment, Health and Safety (EHS) Committee, in partnership with Quezon City Disaster Risk Reduction and Management Office (QCDRRMO), facilitated the Incident Command System Orientation and Disaster Preparedness Training for NATCCO Emergency Response Team (ERT). It aims to prepare and educate the ERT regarding disaster-preparedness. t September 03, 2018. Two (2) instructors from the QCDRRMO handled the learning session and earthquake drill. 39 participants attended the said training. To help co-ops hit by disaster, the 2014 General Assembly resolved and created the NATCCO Resiliency Fund (NRF). Php 5.5 Million in soft loans was released in 2018 to finance the lending or operations of four (4) co-ops hit by typhoons * www.manilatimes.net
Around half of the world’s population are women. Leaving them out means half the population cannot contribute to efforts in building a better world. Since the 1990s, the NATCCO Network has endeavored to mainstream Gender Equality one of the keys to development. By 2013, with inputs from the NATCCO Network and the co-op sector at large, the Cooperative Development Authority (CDA) released the Social Audit Guidelines (MC 2013-16 and later the MC 2018-01) and the Guidelines on Mainstreaming Gender & Development (MC 2013-22 and later the MC 2017-04). The NATCCO Network continues to mainstream Gender Equality through cooperatives. In April 2018, 113 women and men representing primary co-ops of the NATCCO Network gathered at the 2018 Gender Congress and made the call to co-ops, the CDA, and the NATCCO Board to: Implement the Guidelines in Mainstreaming Gender & Development (GAD) Program CDA MC 2013-22 Assess progress of Gender Equality (GE) mainstreaming under CDA MC No. 2017-04; Craft/review, develop, improve, implement, and evaluate their GAD policies to catalyze and effect GAD mainstreaming and equality; Integrate gender concerns in their vision and mission statements, by-laws, policies, strategies, programs, plans and projects; Provide women access to equal opportunities in education and development interventions; ‘Manualize’ best practices on gender program implementation; Establish a standard sex-disaggregation template/format for data collection and collation of information. Develop training modules, initiate, organize and accredit pools of GAD Trainers by region NATCCO Board to organize an annual gathering of Gender Committee Chairpersons and GAD Focal persons for capacitate, monitor GAD programs, and share best practices
YOUTH DEVELOPMENT “We have to invest in young people and work with them, work for them.” Former UN Secretary-General Ban Ki-Moon NATCCO Network advocates developing the young and including them in the co-operative for succession and to ensure long-term sustainability. Through the Aflatoun Program, NATCCO’s flagship program for children and youth, NATCCO established itself as a formidable figure in financial education and leadership for young people. As part of the global Aflatoun network, NATCCO has one of the unique models in implementation; blending in curriculum integration in schools and providing child-friendly savings accounts through cooperative partnerships. Aflatoun now involves: 152 Partner Cooperatives 1,467 Schools 287,810 active savers 7,581 teachers trained P174 Million savings 92 provinces and key cities NATCCO joined the Technical Working Group for the Financial Education Implementation for the integration of Financial Literacy Education into the Philippine K to 12 Basic Education Curriculum. Aflatoun’s teaching guides from Grades 1 to 8 and the Aflateen Manual was the DepEd’s resource in developing the policy. NATCCO partnered with the Canada Fund for Local Initiatives (CFLI) to implement Aflatoun in the three poorest provinces of the country: Siquijor, Negros Oriental, and Northern Samar. The program has successfully developed 3,000 children and youth to become active cooperators and future entrepeneurs. The Bangko Sentral ng Pilipinas recognized NATCCO as a stakeholder in the Financial Education Stakeholders’ Expo in November. NATCCO’s CEO, Sylvia O. Paraguya shared about Financial Education programs of NATCCO and how the organization exemplified the cooperative principle of holistic, continuous education for its members. The annual expo aimed to be a centerpiece event for the financial education programs in the country; and serve as a platform for building an organized network of advocates imbued with collective responsibility for sustainable and effective financial education programs In November, the Asia Regional Meeting and Asia Social and Financial Education Summit in Zhuhai, China highlighted NATCCO’s efforts in the nationwide scale up of the Aflatoun Model. Aflatoun International believes that NATCCO’s social franchise model had been one of the effective models to bring in more partners and empower them to become local champions. In the Asia Pacific Cooperative Development Conference (ACPDC) held in Colombo, Sri Lanka, Lasalette Gumban, former Unit Head of the Children and Youth Program presented in the Multi-Stakeholders Session, 'Synergizing Coop and CSO priorities - Case of NATCCO Implementation of the Financial Literacy Program in the Philippines. NATCCO hosted the ICA-AP Youth Congress 2018 in Lamac MPC’s resort in Cebu Province. More than a hundred youth leaders across Asia and the Pacific were immersed in leadership roles, agri-enterprises, and community service. The Bi-Annual National Youth Congress witnessed a gathering of more than 130 youth leaders across the country—the biggest youth delegation in recent years. This significant rise of youth delegates is an inspiring sign that co-ops are beginning to recognize the value of investing in young people and how to meaningfully work with them and work for them.
NATCCO envisions Global Filipinos to be active co-op members, leaders, and entrepreneurs, and contribute to the local economy towards nation-building. The three-year Regional Programme on Remittances and Diaspora Investment for Rural Development by NATCCO and ACCESS Advisory is funded from the International Fund for Agricultural Development (IFAD), NATCCO and Ateneo-LSE Consortium has conducted Leadership & Social Entrepreneurship Sessions in several Asian countries like Japan, Singapore, and United Arab Emirates. Co-operative Education is a core topic, encouraging Filipinos to join co-ops back home. As NATCCO fully implements its Diaspora Program in partnership with cooperatives, we shall see a better future for Overseas Filipino Workers and their families.
