Felisa Palencia: Bicol Region’s Bigay Pugay Awardee

BAAO, CAMARINES SUR – An educator and training provider, Director Felisa M. Palencia has been instrumental in the training and education of the cooperators in this Municipality. She has been a member of the Baao Parish Multi- Purpose Cooperative for fifty-four (54) years from 1964 to the present, and has been an officer for 30 years from 1988 to 2018. 
During these years, she has attended Local, Regional, and National trainings where important insights and learnings beneficial to the coop were shared and adapted. She has had two (2) International travels; one to Gimli, Canada in August 1966 for two  weeks observing and recording best practices of cooperatives sponsored by the Canadian International Development Agency / Philippines In Country Orientation program (CIDA-ICOOP), and then in Bangkok, Thailand under the ASEAN Women Cooperative Forum in November 2003. She has been a recipient of Local, Regional and National Awards: “Plaque of Appreciation for compiling and writing the Operations Manual of the BPMPCO"- March 2018”; “National Award – NATCCO Ruby Anniversary award as First Women Representative to the Board 2005-2009 – May 25, 2017”; “Plaque of Recognition- National Nominee Gawad Parangal by CDA, October 2013”; “Plaque of Recognition –Golden Cooperative Leader for Fifty Two (52) Years by CDA and BRCDC 2016”; “Certificate of Special Recognition for Twenty Five (25) years as Coop Leader by CDA and BRCDC – 2013”; “Plaque of Recognition as Outstanding Cooperative Leader – Bicol Coop Congress by CDA 2013”; “Plaque of Appreciation as Private Sector Representative of Camarines Sur for Cooperatives – July 2010- June 2013 by RCDC-NEDA”; “Certificate of Appreciation as Resource Speaker in the “Microfinance (MFI’s) Shopping” by MNCCI and TRIAS 2016”. 
Ms. Palencia currently serves as Vice Chairperson of Baao Parish MPC.
BIGAY PUGAY is a salute to distinguished cooperative leaders who had advanced the cooperative cause in their younger years, and continue to do so.
Individual cooperators (members, officers, management and staff) are recognized for her/his significant contribution to the cooperative movement.  
The FIRST BIGAY PUGAY AWARDEES were cooperators above 70 years of age, were honored for their loyalty and dedication to the Cooperative Movement, was a grand recognition of their efforts and most importantly, for their courage TO ORGANIZE THEIR COOPERATIVE, SUSTAIN IT AND BEING PART OF ITS GROWTH.
The Cooperative Summit, every two years, recognizes what they have contributed to the movement and honors them.Bigay Pugay.
The “Distinguished Cooperative Leaders Award”  is for co-op leaders 65 years old and above, must have been a leader of the co-op movement at the national level, and a member of a primary at least 25 years.
